Best practice in demand-side management policy

Peter Warren, UCL

Research Background:

Demand-side management (DSM) refers to technologies, actions and programmes on the demand-side of energy meters that seek to manage or decrease energy consumption, in order to reduce total energy system expenditures or contribute to the achievement of policy objectives such as emissions reduction or balancing supply and demand.

Research Title:

Best Practice in Demand-Side Management Policy

Research Aims:

1. To determine the mechanisms behind DSM policy success and failure

2. To assess the transferability of successful DSM policies between countries

Research Questions:

1. What DSM policies have been implemented around the world with high-quality documented evaluations?

2. How and why do DSM policies succeed or fail, and what policies have been successful?

3. What factors influence the transferability of successful DSM policies between countries, and how transferable are such policies?

Research Methods:

What?

The project uses a Systematic Review of high-quality evaluation documents (academic and non-academic) of DSM policies that have been implemented around the world.

How and Why?

Systematic reviews have had limited attention in the energy policy field. The research uses the method to understand how and why DSM policies work (or fail) and what the contextual factors are that affect the transferability of policies between countries.

The research also conducts Multi-Criteria Decision-Making (MCDM) analysis with DSM experts from academia, industry and government. The method is triangulated with the systematic review.

Research Outcomes:

Policy recommendations and engagement
Study quality assessment scale for energy policy
DSM public engagement films
